Without visible stitching, no chain stitching, no floss thread: the pattern is in the fabric itself, which indicates a kani-like or shuttle technique. The plain dark blue bottom strip ('loom finish') is typical of Kashmir shawls. In the late 19th and early 20th centuries, textile workshops in both Kashmir and Amritsar made such shawls (due to the enormous demand, Kashmir could not produce enough). The distinction between the shawls from the respective workshops can only be determined by microscopic yarn analysis.
